Power/Weapon: Chishiki Chishiki Fruit. This is the knowledge fruit. It gives the user vast amounts of knowledge about many things. The mind of the person practicably becomes a giant encyclopedia. Anything they read will be recorded. Same with anything heard.
Personality: He's a very serious man. But, even he can be lax once in awhile. Once a pirate is in his sight, he will continue to pursue until he figures he won't be able to, or until he's bored. With knowledge of alot of things, lots of it bores him.
Physical Description: He's not strong. Not strong at all. He can hardly even lift a cannonball. if it wasn't for his knowledge, he would be at the bottom.
History: His hometown was raided by pirates, his mother killed, and his father forced to join the crew. After they left, he lived with the survivors and did his best to help around. Another Pirate ship was going to raid them again, but a Marine ship patrolling the area destroyed the ship before it reached land. He was on the beach, hungry that day when the Chishiki Chishiki fruit washed ashore, from the wreckage of the pirate ship. The Marines saw him eat it, and decided to recruit him, after finding he had gained such a huge amount of knowledge. He quickly became a highly recognized strategist.
He was 18 then.
His name was too hard for people to remember by heart, so they called him by his hair color. Blue.

What alliance are you in? How can you be allies to both pirates and Marines? You need to pick one. Then I can approve it.
